Bishop Palmer Buckle On Homosexuals...





 
 

 
The Most Reverend Charles Palmer Buckle, Metropolitan Archbishop of Accra has stated that lesbians and homosexuals are all children of God whose basic human rights must be respected by all.

According to him, the human rights of all gays must not be abused but added that the Catholic Church is against the practice of homosexuality because it is against the law of God and humanity.

“We [Catholic Church] are clear on that, homosexuals, LGBT’s and the rest are children of God and they must be respected.

"They have a human dignity that nobody must be allowed to trample on that,” Archbishop Palmer Buckle told Nii Arday Clegg, host of Morning Starr Monday.

Archbishop Palmer Buckle added: “However, for the greater good of humanity we the Catholic Church espouse and we say that marriage is for man and woman and remains for man and woman and children should be brought up in the family of man and woman.

“It is also not only our religious teaching that makes us stay by that, it is also a natural normal logical thing so this is where we are in the Catholic Church and I think we have made it very clear we are not going to condemn LGBTs as personalities...but we definitely say that is contrary to the greater good of humanity for procreation and also for education and creation of people”.

Mahama Responds To NPP's ‘True SoNA"...Another Presser This Afternoon!




 

 
President John Mahama has responded to the New Patriotic Party (NPP) main opposition leader Nana Addo Dankwa Akufo-Addo.

Nana Addo raised a number of issues during what he calls 'the True State of the Nation' held on Monday at the College of Physicians and Surgeons in Accra.

This was after President Mahama's State of the Nation Address in Parliament on Thursday.

Reacting in a facebook post to the NPP Press Conference on Monday, President Mahama wrote:

I have always believed in the tremendous power that exists within every single Ghanaian: the power to influence the course of events and the power to shape the future of this great nation of ours. It is with this belief that I took office as President four years ago, and it is with this same belief that last week I delivered my State of the Nation Address.

The opposition is exercising its democratic right to criticize, which is a proof that we are living in a healthy democracy. However, it would be wrong to try to minimize our achievements and the depth of Ghana’s transformation in the last three years. For me, as President, these last three years are a story of hope– a hope shared by so many of us. This is because what we have been able to achieve so far is for all of us, and it was made possible only through the continuous participation of all of us.

The most important fact about the transformative stories I shared last week, the most fundamental truth about them is that they are not my achievements, they are our achievements!
They are Ghana’s achievements!

Step by step, we built something important, something that lays the foundation for irreversible improvements in the lives of all of us! We worked hard every day, we kept the faith, we kept moving forward – this is how we achieved all this!

Together we are changing lives, one individual at a time. These are our achievements!

This is why I will keep talking about them – because when I talk about them I am honouring each and every one of you”.

Philip Addison Beats Nii Noi At Klottey Korley




 

 
Electorates in the New Patriotic Party have elected Lawyer Philip Addison as their parliamentary candidate for the Klottey Korley constituency.

Lawyer Addison had to battle his former Constituency chairman Nii Noi Nortey in the election which saw him amass 396 votes out of the 763 total votes cast.

Today marks the second time the NPP has held primary in the area before the 2016 elections.

On August 2nd, 2015, the party organized the first primary which was won by Nii Noi Nortey but following protests from lawyer Addison and a third contestant, Adjei Tawiah , the results were annulled.

After months of court suits, a barrage of criticisms, a threat by Nortey to pullout and a decision to return, the party set 27th February, 2016 for an election.

The total votes cast were 763 and Lawyer Addison took a chunk of it whilst his rival had to settle for 367. Two ballot papers were recorded as spoilt ballots.

FONKAR Declares Support For Nana

The group, Friends of Nana Konadu Agyeman Rawlings (FONKAR), has declared support for the presidential candidate of the opposition New Patriotic Party (NPP), Nana Addo Dankwa Akufo-Addo.

This was when leadership of the group, which is committed to the promotion of the ideals and ideas of former first lady, Nana Konadu Agyeman-Rawlings, paid a courtesy call on the opposition leader yesterday.

National Coordinator of FONKAR, Joseph Bediako, who led the team said, “If they want to organize a demonstration, we will support it; if I go on radio or I ask any of my members to go on radio, they have to speak for the NPP.”

That, he said, did not necessarily mean they would vote for Akufo-Addo and the NPP.

Instead, Mr Joseph Bediako indicated that members of the group would do whatever it takes to help kick out President Mahama and his incompetent National Democratic Congress (NDC) government out of office on November 7, 2016, when the country goes to the polls to elect a new head of state.

He, therefore, promised to meet the so-called ‘babies with sharp teeth’ in government boot for boot when they meet until they (babies) stop the needless attacks on individuals and make the 2016 campaign an issue-based one.

He decried the level of economic hardship in the country as many Ghanaians are struggling to make ends meet.

Nana Akufo-Addo, who was with his party’s acting General Secretary, John Boadu and the Member of Parliament (MP) for Kwadaso, Dr Owusu Afriyie Akoto, thanked the leadership of FONKAR for their support and commitment to the cause to remove the NDC from power.

He expressed worry about how the country is virtually being run into ruins, indicating his readiness to put Ghana on a sound footing when voted into power.

John Boadu described the visit by the group as “a continuation of the wave that is engulfing the people of our country about the need for change and considering what they said change must come but it must come with decorum and decency in our politics.”

He wondered why the NDC and its members have become so opposed to criticisms that they resort to personality attacks and insults whenever they are criticized.

“We believe that politics is about issues; it’s about addressing the myriad problems of our people; it has nothing to do with insults. In my mind, if you don’t have anything to say, then you resort to insults,” he said.

“If the NDC is saying they have done so much, they should concentrate on delivering what they’ve done rather than resorting to insults,” Mr Boadu said.

Bediako later introduced some members of the new FONKAR as Richard Bekoe, the Secretary; Christiana Bosu, Spokesperson; Ernest Oduro,  Communications Director; Abigail Owusu, Women’s Organiser and Evelyn Afriyie, Greater Accra Coordinator to  Nana Akufo-Addo.

"The President presented palpable untruths, half-truths and embellished truths...It was a tragedy of a presentation"

Minority Leader Osei Kyei-Mensah-Bonsu made the remark above while giving his take on President John Mahama's State of the Nation Address on Thursday, February 25, 2016.

Addressing the media after the President’s three-hour address, the Minority leader said the President refused to paint the true state of the nation.

According to him, “there are three measures of assessing any State of the Nation Address. First of all the president is obligated under Article 67 of our constitution to present to the people of this country through the House of Parliament the State of the Nation Address. Article 34(2) provides us with some window about what to expect in a State of a Nation Address. So, that is the first measure that one uses to assess the presentation...the second one is the health of the economy. The third one: the right to work and the right to employment. How many people are employed in this country? Of course, we do know that employment is predicated on agriculture and industry. What is the state of agriculture in this country? What is the state of industry, especially the manufacturing industry, in this country?"

Economy

On the economy, the minority leader said "by every yardstick our country is not doing well". This is contrary to President Mahama's assertion that the economy is back on a sound footing.

“What is the state of the economy? He pushed it to the background because one thought that advancing the course of this country will be predicated on the economy: solid economy by every yard stick, GDP growth rate, interest rates, inflation, the strength of the currency" Hon Osei Kyei Mensa Bonsu added.

Roads

Speaking to roads and other developmental projects, the minority leader said the President decided to "dwell on development occasioned in his view by infrastructural development...he focused on road consturction on which he spent more minutes than the total kilometres he had been able to add...under President Mahama, he spent $1.9 billion to do only 740km of roads. Ursula Owusu On Prez Mahama’s Greatest Achievement...





 
 

 
Ablekuma West MP Ursula Owusu-Ekuful has summed up President Mahama’s first term in office as characterised by ‘an institutionalization of mediocrity’.

Moments before the President delivered his State of the Nation Address, the critical voice from the opposition party said key highlights of the President’s first term are based on the initiative of the former NPP administration.

She told Joy FM Thursday, public transport company, Metro Mass Transit, Livelihood Empowerment Against Poverty (LEAP), NHIS, Capitation Grant were social intervention policies attributed formulated by President John Kufuor’s ‘far-sighted visionary government’.

The MP explained the NHIS has collapsed. Hours later, President John Mahama during his State of the Nation Address contradicted this view by stating that usage of the health insurance scheme in 2015 was at about 11.2million – an “undeniable” statement of confidence in the NHIS.

Ursula Owusu explained that the revelations of fraud uncovered at NHIS is evidence of a mismanaged scheme.

“If you talk about mediocrity, then they have done very, very well in that respect but if you talk about delivering development then there are huge question marks”.

Although she acknowledged infrastructural development under John Mahama, she stressed that building roads, schools and hospitals are basic items on every government’s to-do lists.

Popping champagne over the building of roads is a celebration of mediocrity, she suggested. According to Ursula Owusu, government has failed to address the utmost concerns of Ghanaian youth – employment.

The Ablekuma West MP pointed out that there is a “sense of despair” among jobless youth which threatens the stability of the nation.

“People have literally thrown up their hands in despair….You don’t know where the explosion is going to occur”, she said.

EC Rubbishes Calls To Dissolve 18-Member Steering Committee

The Electoral Commission has replied members of the New Patriotic Party (NPP), individuals, groups and political parties who are demanding dissolution of the newly inaugurated National Election Steering Committee because of its biased composition.

The Commission says the mere fact that there are concerns with one or two persons on the committee, does not mean the entire committee is compromised.

The committee inaugurated last week is described by the EC as a move to ensure credible elections and is chaired by the EC Boss, Mrs Charlotte Osei .

Speaking to Joy News, the Director of Public Affairs at the Electoral Commission, Christian Owusu Parry, said they believe the various institutions which were written to nominate representatives, are capable of executing the mandate of the steering committee.

“We would not dissolve the 18-member steering committee,” he said.

 Mr. Christian Owusu Parry in an interview answered the following questions.

Why were the political parties not informed on the committee in question?

A lot of things are done administratively, so if there is an administrative decision that has to be made by the commission, I do not think that such administrative decisions have to always get to the various political parties, to say whether they agree or not, because this is an administrative decision that the constitution empowers the commission to do alone.

So you think this is not an important issue that needs to involve political parties?

We would consult the political parties on all key issues but it is not all decisions that the commission would consult political parties for their approval, because we need to be given the freedom to work as an election management body.

Why do we have names of members from some political parties being part of the committee?

The selection was purely done by the institutions we sent the letters to. Therefore, EC knows nothing about the selection and did not investigate the names sent to us because we believed the institutions would do the necessary checks before sending individuals to the commission.

Do you think the existence of the committee is necessary?

The existence of the committee is necessary especially with the persons involved from the various elected sectors to form the committee, because it would fasten idea generation and plans put in place for the coming elections. Also if immediate information is needed by the commission all it needs to do is to contact directly the person in the committee than going through the long chain of command from the various sectors.

NDC To Avoid Abuakwa By-Election As A Mark Of Respect For Slain NPP MP?


 
 
As a mark of respect to the memory of the slain Abuakwa North Member of Parliament, Joseph Boakye Danquah-Adu, and his family, the governing National Democratic Congress is considering staying away from the yet-to-be declared vacant seat at Abuakwa North and the ensuing bye-election, The aL-hAJJ has gathered.

Functionaries of the ruling party, this paper have been told, are distraught by the gruesome murder of the genteel former deputy Minister of Women and Children Affairs under the John Kufuor administration.

A dependable source close to the National leadership of the party told The aL-hAJJ that, “the unfortunate incident has dealt a big blow to our fledgling democracy and we think as a responsible political party it will not be fair on our part to be engaged in any struggle to snatch the seat from our main opponents, the NPP.”

“The circumstances under which JB died is very disheartening and as a party, we think it will be proper to accord his memory with respect by staying out of the bye-election occasioned as a result of his death,” the source noted.

Asked if the party was not chickening out because of fears it will not make any impressive headway in the bye-election, the NDC kingpin, who does not want to be named, said “there is no doubt that Abuakwa North is an NPP stronghold, but looking at our performance in the 2012 election and the number of development projects our government has channeled to that constituency, there is no doubt that we can win the seat. We have contested bye-elections in all NPP strongholds since 1992, but this particular one the circumstance leading to the death of the NPP is not only regrettable but, also painful.”

He added that “life is not only about politics…aside politics there is life. Have you thought of how the family of the late MP will feel should we engage the NPP in a fierce political battle in a bid to snatch the seat from them? The atmosphere in that constituency is a charged one and not conducive for the kind of politics we do in our part of the world so the best way to restore calm in that area and to honor our late brother, in our opinion, is to stay off the election.”

The Abuakwa North NPP MP was murdered at his Shiashie residence in the wee hours of Tuesday, February 9, 2015 by assailant(s) believed to have used a ladder to have access to his bedroom before stabbing him several times, according to the police.

On Thursday, the police arrested a young man, Daniel Asiedu, whom they suspect was responsible for the MP’s killing, and have since launched a search for what they say were his accomplices.

As a result of the vacancy created by the death of MP, The Electoral Commission will in the coming days announce a bye-election in the Abuakwa North constituency in accordance with article 112 (5) of the 1992 constitution as amended.

Article 112 (5) provides that “whenever a vacancy occurs in Parliament, the Clerk to Parliament shall notify the Electoral commission in writing within seven days after the vacancy occurred, and a by-election shall be held within thirty days after the vacancy occurred”

Various political parties are expected to participate in the impending bye-election, however, the NDC, sources say, will not contest the election.

According to the source, the party’s leadership is yet to meet and take a final decision on the matter, but “discussions we have had among ourselves indicate that we might stay out of the election as mark of respect for the late MP and his family.”

Abuakwa North MP shot dead

New Patriotic Party (NPP) Member of Parliament for Abuakwa North in the Eastern Region, Joseph Boakye Danquah-Adu, has been shot dead by unknown assailants.
The incident according to the Greater Accra Regional Police Command occurred at dawn on Tuesday, February 9 at his residence at Shiashi in Accra.
The police say they cannot immediately confirm whether the killing was carried out by robbers.
Citi News’ Fred Djabanor, who visited the house on Tuesday morning, reports that some minority MPs, family members, friends, officials of the police and CID officers have inundated the house.
He says in the meantime, the house has been put under lock with family members who were with him evacuated to enable the police pick up the necessary leads that could lead to the arrest of the perpetrators.
According to Fred, a man who could not hold back his tears claiming to be the late MP’s personal security guard said he arrived at the premises for his morning duty only to be told of the sad incident.
“The Greater Accra Police Commander is also here. A woman has been put in a vehicle and taken away but I cannot tell if she’s the MOP’s wife.”
Fred says the police are yet to give out more information on the incident.
The late Joseph Boakye Danquah, is a chartered Accountant by profession.
He is the grandson of late J.B Danquah, a Ghanaian statesman, pan-Africanist, scholar and historian, who played a significant role in pre- and post-colonial Ghana.

Controversial Islamic Preacher Not A Threat To Ghana - National Security

The National Security Secretariat moved to calm nerves on Monday after reports emerged in a section of the media that an Islamic scholar with alleged terrorism links had been preaching in the country.

Reports that Ghana is hosting Dr Abu Ameenah Bilal Philips, who has been banned from entering several countries, including the UK, US and Kenya, provoked a firestorm of controversy and consternation among some Ghanaians.

On social media, news of Dr Philips arrival in Ghana drew condemnation from some users, who expressed fear that the Canadian citizen could incite Ghanaian Muslims to violence.

But in an interview with GraphicOnline, the National Security Coordinator, Yaw Donkor, called for calm, stressing that Dr Philips did not pose any threat to Ghanaians.

Mr Donkor said those raising red flags were only doing so on the basis of the man's history, adding: "There is no cause for alarm."

He said his outfit had evaluated Dr Philip’s background and had determined that there was no basis to decline his request for a visa.

Mr Donkor said: “If the one who sponsored him comes to ask us ‘why are you refusing him Visa’, what are we going to tell him? Are we going to tell him that because Czechoslovakia deported him, we don’t want him to come to Ghana or because Germany says that the man has written a book that is talking about anti-Semitism, we don’t want him to come [to Ghana]. How can you use that reason to refuse a visa to a sovereign country?

Emphasising that the public outcry that has trailed Dr Philips’ arrival in Ghana was unwarranted, Mr Donkor said the Islamic preacher was being surveilled by security agents, and had, so far, not said anything inflammatory or engaged in any diabolical activity in Ghana.

So, as far as I’m concerned, since he entered this country, he hasn’t said anything that requires me to take any action against him,” he said.

According to the National Security Coordinator, since Christian preachers had been allowed to visit Ghana and speak freely, it would have been unfair and dangerous to have prevented Dr Philips from doing same.

We should be careful. He is not here on his own. Thirty per cent of this country are listening to him or they think he came because of them. If you have no reason to throw him out, you are going to create a problem by your own action. So we should watch it that way,” he said.

Controversy
Dr Philip’s books and teachings have been controversial, with countries like the UK accusing him of “condoning suicide bombings” and ‘rape”.

Checks indicate that:

Dr Philips was named by the US government as an unindicted co-conspirator in the 1993 World Trade Centre bombing.                          

In 2007, he was banned from entering Australia on the advice of national security agencies.                                                                  

In 2010 he was banned from entering the UK by home secretary Theresa May for holding "extremist views".                                          

In April 2011, Dr Philips was banned from re-entering Germany as persona non grata.                                                                              

In 2012, he was banned from entering Kenya over possible terror links.                                                                                                    

In June 2014, the Bangladeshi intelligence service ordered Dr Phillips, who had gone to the country to give lectures, to leave the country.

In September 2014, Philips was arrested in the Philippines for “inciting and recruiting people to conduct terrorist activities”.

Denial

Dr Philips has, however, denied either having connections to terrorists or inciting people to terrorism.

In a letter he wrote while in detention in the Philippines and published on muslimmatters.org, he accused the Western countries, especially the US, of demonising him and portraying him as evil.

The preacher said in all the countries where he had been banned, including the US, no evidence had been produced to prove that he was linked to terrorists or that he promoted terrorism.

He said his messages, which he described as peaceful, rather sought to eliminate extremist ideas among Muslims.

Outspoken Ghanaian comedienne, Valentina Nana Agyeiwaa aka Afia Schwarzenegger is angry at Hon. Kennedy Ohene Agyapong, Member of Parliament for Assin Central.

The radio presenter on Thursday morning went hard on the politician for insulting the mother and brother of President Mahama.

Afia on Okay FM’s mid-morning show, “Ye Wo Krom”questioned why Kennedy would insult siblings of the president if his governance does not meet his expectation. To her, the honorable could have saved himself from her early morning insults if he had criticized the works of the president but not his family members.

“I’m not saying Mahama is the best or worst president ever in the country but if you want to attack him, attack his governance but don’t accuse his mother and brother of selling drugs”.

She further questioned Kennedy Agyapong the work he does aside politics. According to the peeved radio presenter, his Madina-based radio station, Oman FM has collapsed.

“Kennedy Agyapong, Ghanaians want me to ask you the kind of work you do. At times we are not able to tell people the truth straight in their face. Kennedy Agyapong what work do you do? That radio station which has collapsed? The station which I cannot tune in even though I stay around Madina?”.

She continued that “anybody who will be arrested in connection with cocaine is your friend. Ghanaians want me to ask you the kind of work you do since you claim Mahama’s brother and mother deals in drugs.”

She further advised Ghanaian politicians to make comments which will bring peace but not utterances which will divide Ghanaians.

Mad man kills girl; eats body with kenkey.

A  fourteen-year-old girl, Docia Aina Adufa - a Primary six pupil of Akyem Asafo Presby Pri­mary School in the East Akyem municipality of the Eastern Region - met her untimely death when Yaw Akoto, a 35-year-old men­tally deranged man, allegedly butchered her last Tuesday.

The madman, after allegedly killing the school girl, was said to have taken the body to the bush, cut it into pieces and cooked it and ate it with kenkey and banku.

The incident happened on Tuesday, January 26, 2016 and it was after a week that the body was found without the head.
The Daily Guide newspaper reported that an uncle of the girl, Yaw Sarpong, confirmed the tragic incident to the media saying that the alleged madman prepared the body for con­sumption.

"After searching for my niece for three days, we later found her body parts in the bush where that man lives. He had roasted some parts of the body while the rest was in a stew the mad man had prepared," he said.
Yaw Sarpong said the suspect fled when he saw the search party only to be arrested Wednesday.

The body was found partially decomposed in the bush after a week of search by her parents and members of the community.
A farmer reportedly spotted the parts of the body with gallons and leaves used to wrap banku and kenkey in a saucepan.
The farmer then raised an alarm causing residents to troop to the bush to witness the horrific sight.

He went to the Akyem Asafo police station to report the matter.
This was confirmed to newspaper by the father of the deceased, Kwaku Feni, a 70-year-old widower.

He said the little girl was sent by her aunty, Cecilia Ama Afasi Adu, on Tuesday, January 26, 2016 to fetch water but never returned.
The Suhum Police Com­mander, Superintendent Yahaya Muchiraru, briefing Daily Guide, hinted that his outfit had deployed his men and the youth into the bush to search for the alleged madman.

Yaw Akoto was later grabbed yesterday evening and is now cooling off in Nankese police station cells.
The mortal remains have since been deposited at the Police Hospital for autopsy.

Lawyer Sues Gyan . . . Court Issues Writ Of Summons To Black Stars' Captain

 

 
An Accra High Court has issued a writ of summons to Black Stars' striker and Captain Asamoah Gyan to appear before the court of law.

The court has given Asamoah Gyan an eight (8) day ultimatum after service of the writ to file an appearance or else face judgment in his absence.

Lawyer Maurice Ampaw has filed a law suit (number GJ/26/2016) against Asamoah Gyan for having undignified sexual relations with Sarah Kwablah, a 22-year University student.

Asamoah Gyan was caught in the web of a sex scandal when one Sarah Kwabla accused him of sodomizing her.

It appeared comical when the news first broke out because of the disjoined claims but the story went viral as Counsel for the plaintiff Sarah Kwablah, Lawyer Maurice Ampaw declared his client was seeking legal action against Asamoah Gyan for charges of sodomy.

Tensions flared when a video exposing the nudity of Sarah Kwablah was reportedly leaked from the camp of Asamoah Gyan into the media and to the full glare of the general public.

Lawyer Ampaw is praying the court for the following reliefs;

a. A declaration that defendant (Asamoah Gyan) on the 13th day of February, 2015 did have natural and unnatural sex with plaintiff (Sarah Kwablah) without her consent.

b. A declaration that defendant has violated her dignity as a woman by having anal sex with plaintiff without her consent.

c. General damages against defendant for violating the sexual right of plaintiff by sexually abusing her without her consent.

d. General damages against defendant for violating the dignity of plaintiff by having anal sex with plaintiff without her consent.

e. General damages against defendant for breach of confidence for leaking the sex videos of plaintiff without justification.

f. Any other orders that the court may deem fit.

g. Cost including the legal fees.

Asamoah Gyan is also said to have used undue influence on the victim to lure her into having unnatural sex activity.

“Defendant was older than plaintiff. Defendant was a national hero highly connected and influential in Ghana. Defendant is among the highest paid African footballers. Plaintiff is just a 22-year-old poor University student and lost the father through sex scandal. Defendant using his influence, wealth and power lured plaintiff into a relationship and tried spoiling, debase and corrupting the mind of plaintiff by sending plaintiff nude pictures, sex video and masturbating video through Skype, Whatsapp and asked plaintiff to do same. Plaintiff became a victim of defendant sex addiction,” the writ read.

The court stated emphatically that a judgment may be pronounced if Asamoah Gyan fails to comply with the writ of summons.

“You are hereby commanded that within eight days after service of this writ on you inclusive of the day of service you do cause an appearance to be entered for you. And take notice that in default of your so doing, judgment may be given in your absence without further notice to you.”

Nurses strike today over unpaid salaries

Health services at the major hospitals across the country will be interrupted today [Wednesday] February 3, 2016, as over 7,000 nurses belonging to the Coalition of Unpaid Nurses and Midwives, are embarking on an indefinite nationwide strike from today, to demand unpaid salaries.

According to the group, they have had to embark on the action because of the refusal of government to honor its pledge to pay them, a situation that is affecting their livelihood
A National Coordinator of the group, Douglas Adu-Fokuo, believes the strike will compel government to pay what is due them.
He explained that the health ministry had earlier announced that it had issued clearance for over 7,000 nurses adding that the assurance suggests that they will be paid all their accumulated salaries.

“We the Coalition kept quiet on this issue and started a survey to collate data. Surprisingly, only 30 percent of the 7,000 were paid,” he stated.
 Adu-Fokuo  further explained that “we are embarking on this strike because the negotiations we were having with government officials and authorities involved have failed and we can’t continue. Everyday, we are given unfulfilled promises; enough of the promise. This time we want to see action. We want to see the money reflecting in our accounts before we call off the strike, if not we will still be in our homes and we won’t go to work.”
Nurses across the country in October last year resumed work after a week-long strike over the same issue.
The call-off followed assurances that the Controller and Accountant General had released an amount of GHc756, 000 to pay them.
